When voters in House Springs, Missouri approved a $28 million bond issue, they were investing in a promise—that every campus in the Northwest R-I School District would become safer, more functional and better equipped for the future.
Delivering on that promise meant managing 14 simultaneous construction projects across 10 occupied schools, all while keeping students learning and parents confident that safety was never compromised.
S. M. Wilson served as Construction Manager at Risk for the entire Northwest R-I Proposition S Bond Issue, completing the work at a total construction cost of $22.8 million—and finishing seven months ahead of the district’s original schedule.
Communication Beyond the Build
The project is a case study in what’s possible when a construction manager treats a school district’s bond program as more than a set of blueprints. It’s 10 campuses made safer.
Three new storm shelters serving an entire community. A seven-month schedule acceleration. Over $600,000 in added value. And 200,000+ work-hours completed on occupied campuses without disrupting a single day of learning.
Strong engagement and communication builds trust are core components that made this complex bond program a huge success. Not just on paper, but in the hallways, gymnasiums, and classrooms where it matters most.
Safety That Goes Beyond the Hard Hat
Safety was a dual objective on this project. On the construction side, more than 200,000 work-hours were completed with rigorous protocols across every campus. Every worker on site was vetted and badged, giving school staff immediate confidence that only authorized individuals were present.
The finished product itself was also part of the overall safety goal—a comprehensive, secure entry system now installed across the district, with tempered glass screening, dual-door vestibules, and upgraded administrative spaces at every school. Now families know that every visitor passes through two secure checkpoints before reaching students.
Additionally, three of the program’s most visible additions—a 15,000-square-foot weight and wrestling room at Northwest High School, a 10,000-square-foot gymnasium at House Springs Elementary, and a 5,100-square-foot fine arts wing at Valley Middle School—were all designed as ICC 500-rated storm shelters.
These spaces serve students and the surrounding community as critical life-safety infrastructure during severe weather events, while functioning day-to-day as athletics, fitness, and performing arts facilities.
Seven Months Faster, $600K More Scope
The district’s original plan called for a 29-month build schedule. S. M. Wilson’s team re-evaluated the phasing strategy and proposed an accelerated 22-month timeline—saving the district seven months and more than $300,000 in general conditions costs. And through value engineering and dynamic budget reallocation, the team delivered more than $600,000 in additional scope without increasing the bond budget.
Technology That Keeps Everyone in the Loop
The project ran almost entirely paperless. Every foreman carried a tablet. Drawing updates, RFI responses and punchlist items were tracked in real time across all 10 campuses. DroneDeploy Ground provided 360-degree photo documentation and virtual walkthroughs, giving the district real-time visibility into progress at every school—and a permanent digital record they can use for future renovations and facility management.
For a multi-site program this complex, this kind of transparency keeps a project moving when 14 different schedules have to stay synchronized.
Investing in the Next Generation
During construction, S. M. Wilson partnered with the district to host SKILLED® events—hands-on STEAM learning experiences designed to introduce students to careers in architecture, engineering, and construction. One standout event, held during Women in Construction Week in partnership with NAWIC, featured a panel discussion about opportunities for women in the industry.
The St Louis Council of Construction Consumers honored S. M. Wilson for the Northwest R-I School District Northwest R-I School District in 2026.
